Every person living in Estonia must register their address of residence. EU citizens must do this within 3 months after arriving in Estonia. Non-EU citizens must register their address after receiving their temporary residence permit. To register your address, you need a valid ID card or passport (EU citizens) or an Estonian residence permit and valid passport (non-EU citizens), your Estonian personal identification code (isikukood), and a rental contract in your name with the property owner’s signed approval.This service is provided by the City of Tallinn, so we can only register addresses located in Tallinn. If you live outside Tallinn, please contact your local municipality to register your address.

During this appointment, we will help you apply for an Estonian personal identification code (ID code) and register your address of residence in Tallinn during the same meeting. The Estonian ID code (isikukood) is your personal identification number in Estonia. It is needed for working and studying in Estonia. Registering your address of residence means that your official place of living will be entered into the Estonian Population Register. This is important for accessing many local services in Tallinn and for keeping your information up to date with the authorities. Both processes will be started during the same appointment.

They can guide you through the requirements, necessary documents, and the process of applying for or extending your legal stay. Please note that migration advisers provide information and guidance only. The actual application for a visa, residence permit, or residence registration must be submitted directly through the Police and Border Guard Board according to their procedures.This counselling service is intended for internationals, who are already in Estonia.

A personal ID code is a unique identification number used in Estonia to identify a person in official systems. It is often one of the first things people apply for when settling in Estonia.You may need a personal ID code for different administrative procedures, such as employment, dealing with public authorities, or using certain services in Estonia. Options range from free group courses to flexible online learning platforms, depending on your needs and learning style. A specialist from the Integration Foundation will introduce the available programmes and help you find the language learning option that suits you best. You will also learn about the Settle in Estonia programme, which offers Estonian language courses (A1–B1 level) and adaptation trainings with practical information about living and working in Estonia. Career counselling supports you in planning your next professional steps after relocating to Estonia. During the consultation, you can talk about career options, studies, and finding work in Estonia. A counsellor can also help you navigate working life in a new country, explain local workplace culture and expectations, and share practical tips for your job search. You can also receive feedback on your CV and motivation letter, so feel free to bring them with you. The consultation can be a one-time meeting or several sessions, depending on your needs and questions. This service is provided by the Estonian Unemployment Insurance Fund (Töötukassa).

As a registered resident of Tallinn, you have the right to use the city's public transportation (buses, trams, and trains) for free. To access this benefit, you need to personalise a transportation card (called the "Ühiskaart") by linking it to your name and Estonian ID code. You can buy the green transportation card from: R-Kiosk, post offices or from grocery stores. The card costs around 2 euros and can be used for years.
